Implementing Smart Growth in Small Towns

Bio: Joyce is the Planning Manager for the City of Ketchum, Idaho, a resort community in historic Sun Valley. She was Sustainability Coordinator/Senior Planner for Clarion Associates in Colorado following her 9 years as Aspen's Deputy Director of Community Development. Highlights of Joyce's career have included Town Planner of Williston and Shelburne, Vermont; and Community Development Director of Gunnison and Snowmass Village, Colorado. She has specifically focused on rural and resort communities and the issues they face such as affordable housing, land conservation, sustainable economies, and maintaining community character. Her areas of expertise are concentrated in land use policy, sustainability, land conservation strategies, historic preservation, and processes for public involvement. She served as Vice President of External Affairs for the Board of the Colorado Chapter of the American Planning Association for 5 years.

Education: Joyce earned her Bachelor of Science Degree from the Aiken School of Natural Resources at the University of Vermont and conducted her graduate studies in the Community and Regional Planning Program at the University of Oregon.
