Bio: Rachel MacCleery is Vice President for Infrastructure at the Urban Land Institute. She is responsible for guiding the organization’s approach to national and global transportation, water, and energy policy issues. At ULI, Rachel directs the production of an annual state-of-infrastructure report, manages a program to examine federal transportation policy and make recommendations for reform, and engages with ULI’s local chapters in efforts to better link transportation and land use at the regional level. Rachel has extensive international experience, having consulted on infrastructure and planning projects in China when she was working for global infrastructure provider AECOM from 2004 to 2008. Rachel began her career as a transportation planner for the city of Washington, D.C., where she worked from 2001 to 2004. Rachel speaks Mandarin Chinese.

Bio: Lewis Milford is President and founder of Clean Energy Group and the Clean Energy States Alliance, two nonprofit organizations that work with state, federal and international organizations to promote clean energy technologies. He is also a non-resident Senior Fellow with the Brookings Institution Metropolitan Policy Program. For the last twenty years, he has worked on many policy and finance related matters involving creation of clean energy and energy efficiency public funds, created networks of state officials working on renewable portfolio laws, written and advised on public policy to promote technology innovation, advised on new ways to leverage public funds through private financing options and has created national partnerships to use public bonds to address the question of how to scale clean energy finance. Prior to founding CEG in 1998, Mr. Milford was Vice President of the Conservation Law Foundation, where he conducted litigation and advocated on a variety of energy and environmental issues throughout New England. Previously, Mr. Milford was a New York Assistant Attorney General representing the State of New York in the Love Canal hazardous waste case. He was also a law professor and director of the Public Interest Law Clinic at American University in Washington, D.C., where he taught and represented Vietnam War veterans harmed by Agent Orange in federal court and before Congress.
