Most developments go through some form of site plan review that, for the most part, lacks design input despite the fact that a proactive design review can improve development quality. This session will use a range of case studies to explore how to overcome the design shortcomings of conventional site plan review and implement a proactive site plan review process.

Bio: Jeff Brady is the Director of Planning at the Village of Glenview, a northern suburb of Chicago, Illinois. He manages a four member Planning Division which analyzes planning and zoning development proposals in accordance with the Village’s short and long-range planning goals. The Division oversees the preparation and administration of cases before the Plan Commission, Appearance Commission, Zoning Board of Appeals, Historic Preservation Commission, Environmental Review Committee, and other special committees, in addition to serving as technical advisor to the public, the Board of Trustees, and Village management. The Division provides quality customer service support and translates complex planning issues for prospective petitioners, developers, and public concerning municipal code regulations, urban design and general planning and zoning development processes. Jeff is the staff liaison to the Plan Commission and Appearance Commission, and he administers the fiscal and personnel resources of the Planning and Economic Development Department in accordance with the Village’s business plan. Jeff began his career as an intern with the Village of Glenview in 1996 and held three newly created planning positions of increasing responsibility within the organization prior to becoming Director in 2007. AICP certified since 2002, he was the primary planner for projects within the award winning Glenview Naval Air Station redevelopment, directed arterial corridor studies (Milwaukee Ave and Waukegan Rd), contributed to significant Appearance Code updates, and has reviewed a myriad of development projects of all sizes and use types. Jeff also oversaw a downtown Glenview revitalization plan that led to one of the first form-based codes in the Chicagoland area, which is currently be used to regulate a 3 acre, 4-story mixed-use retail and 138 unit apartment development.
Education: Jeff obtained his Masters of Urban Planning and Policy from University of Illinois at Chicago in 2001 and received a Bachelor of Science from Michigan State University in 1995.

Bio: Mr. James is a Principal Consultant with the planning and design consultant Camiros, Ltd. His 30-year tenure with the firm has produced a wide range of project experience. As both an AICP planner and registered landscape architect, he has addressed both policy and site-based issues for both public and private-sector clients. His site planning experience includes both urban redevelopment and greenfield projects, and he has represented private developers in site plan review negotiations as well as municipal clients. His economic development work has largely focused on disadvantaged urban neighborhoods. He directed "quality-of-life" neighborhood plans for the Chicago LISC office for the Woodlawn and Auburn Gresham neighborhoods. He recently completed the Auburn Gresham TOD Master Plan, which used transit-oriented development as the driving force for economic revitalization. Lastly, his involvement in varied projects in Chicago's 34th Ward over a twenty-year period has provided a unique perspective on successful economic development in disadvantaged neighborhoods.
