Bio: I am the Director of Planning and Community Environment for the City of Palo Alto, California. I have worked for the City for over 12 years as a planning consultant and staff member, including the past four years as Director. I have a total of more than 30 years of planning experience in California and Texas, including prior positions as director or administrator of planning departments in Woodside, Los Altos Hills, and Rancho Palos Verdes in California and Environmental Officer in Austin, Texas. Planning responsibilities have ccovered a wide range of topics and disciplines, particularly focused on zoning, environmental review, and transportation.

Bio: Mr. Smiley is an urban designer and founding partner of BMS Design Group, a firm with offices in San Francisco and Nevada City, California. He has 40 years of professional experience on projects for both public and private clients throughout California, the United States, Asia, Europe, and the Middle East. Prior to founding BMS Design Group in 1994, Mr. Smiley was a Principal with Sasaki Associates for several years, where he directed the firm's planning and urban design practice in the San Francisco and Dallas, Texas offices. Throughout his career, Mr. Smiley's work has focused on planning and design for urban waterfronts and neighborhoods, urban and suburban revitalization and transportation-related planning and design. In addition to his work as a private consultant, Mr. Smiley has been a Lecturer and Visiting Scholar at Stanford University, where he has taught urban design courses in the Program on Urban Studies. He has also served as a member of the San Francisco Bay Conservation and Development Commission Design Review Board, a state agency, since 1997.
