Bio: Tony LaColla is a certified Senior Planner for the Hillsborough County City-County Planning Commission where he works as the Staff Liaison to the City of Temple Terrace. His duties include comprehensive planning, community planning, and historic preservation in the cities of Tampa, Temple Terrace, and Plant City, as well as Unincorporated Hillsborough County. LaColla previously worked as the agency’s Public Participation Manager. Prior to joining The Planning Commission, LaColla worked as a Neighborhood Coordinator for Hillsborough County where he served as the County’s liaison to over 800 neighborhood and homeowner associations. LaColla served as a U.S. Peace Corps Volunteer in Bolivia between 2000-2002 working in eco-tourism infrastructure development and capacity building in rural regions around La Paz. LaColla is the current Vice-Chair of the American Planning Association’s Gays & Lesbians in Planning Division as well as Vice-President of Section Affairs for the Florida Chapter of the American Planning Association. Between 2007 and 2009 he chaired the Suncoast Section of the American Planning Association which represents over 750 planners in the Tampa Bay Area. Outside of his professional career, LaColla is very active in his community serving as President of the Historic Ybor Neighborhood and Civic Association, and as a member of the Ybor City Community Development Corporation Board of Directors, currently serving as Chair of its Planning and Infrastructure Committee. Between 2004 and 2008, he served as chairman of the City of Tampa Affordable Housing Advisory Committee which worked to identify and develop affordable housing incentives. While he does not work in the assisted living field, Mr. LaColla is also a Certified Assisted Living Facility Administrator in the state of Florida.

Bio: Cade Hobbick is Supervising Planner at STV Incorporated, an engineering and planning firm. Cade manages and directs the preparation of Environmental Impact Statements and related environmental clearance documentation subject to federal, state, and local laws and regulations (NEPA/SEQR/CEQR/CEQA) in New York City, where he lives, and the northeast, as well as in California. Projects range from land use oriented endeavors, such as large-scale rezonings and major urban redevelopment, to rail infrastructure planning. Cade typically prepares and documents numerous analyses to support determinations of potential environmental impact, specializing in Visual Impact Assessments and Environmental Justice. As a manager of projects, Cade also works directly with clients, agencies, the public, in-house engineers, and subconsultants. Cade essentially began his "environmental planning" career in 1999, when he moved to New York City and Joined Parsons Brinckerhoff, where he was a senior planner and project manager. Before moving to New York City, Cade worked as a senior planner for Cortland County, NY, preparing comprehensive planning, zoning, and economic development studies for various public entities. Pro Bono and graduate work has included working with rural communities in Kansas to develop comprehensive plans, zoning, and economic development strategies, as well as working with community leaders in the Village of Agros, Cyprus, to effect local planning initiatives as part of regional planning efforts. Cade is currently the Chair of the Gays and Lesbians in Planning Division of the APA.

Tracey S. Corbitt, AICP

Bio: Tracey Corbitt is a Principal Planner for the Westchester County Department of Planning. Ms. Corbitt primary function in the department is watershed and local municipal planning. While at Westchester County, she has served as the County’s liaison to the Hudson River Valley Greenway, Historic River Towns of Westchester, the Hudson River Valley Greenway’s Scenic Byway Subcommittee and Northern Westchester Watershed Committee, a committee comprised of the 12 Westchester County municipalities that have land area within the New York City Watershed. Ms. Corbitt is also the Department of Planning’s project coordinator for development of a museum at Sing Sing Correctional Facility in Ossining, New York. Ms. Corbitt has extensive local municipal land use experience with over 24 years of practice in New York State working for local municipal planning departments in the Southern Tier, Mohawk Valley and the lower Hudson Valley. Ms. Corbitt is a member of the American Planning Association and the American Institute of Certified Planners. She also is the Secretary/Treasurer elect for the GALIP division.
Education: Ms. Corbitt is a graduate of the State University of New York College of Environmental Science and Forestry with a Bachelors of Landscape Architecture.
