For more than a decade, the Local Initiatives Support Corporation (LISC) has employed a carefully structured community process to develop and nurture “Quality of Life” plans in Chicago’s low-income neighborhoods. Visit two very different neighborhoods—Englewood, an African American community hit hard by housing abandonment, and Little Village, an overcrowded Latino community that has been an entry point for migrants for a generation—to see how these plans are distinctively impacting each community.
