Bio: David Morley, AICP, is a Senior Research Associate with the American Planning Association, as well as APA's Planning Advisory Service Coordinator and Co-editor of Zoning Practice. Since 2007 he has contributed to APA research projects on topics including brownfields redevelopment, complete streets, urban agriculture, shrinking cities, solar energy, and disaster recovery. Morley has authored feature articles for APA publications including Planning, Zoning Practice, and PAS Memo on topics such as the use of computer simulation in development review, brownfields redevelopment, vacant land management, and land-use classification. Apart from his contributions to research projects and APA publications, Morley provides customized research on a daily basis for PAS subscribers. He coordinates and hosts a monthly after-hours lecture series titled Tuesdays at APA–Chicago and has facilitated workshops on community-based brownfield redevelopment strategies, and participated in numerous conference sessions and webinars on topics related to land-use regulation, solar energy use, revitalizing commercial corridors, design review, and brownfields.
Education: Morley has a master's degree in Urban Planning and Policy from the University of Illinois at Chicago.
Bio: Darcie White, AICP is a Principal with Clarion Associates in Denver, Colorado, where she has practiced for over 13 years. She is a planner and landscape architect with nearly 16 years of experience working with communities across the country on comprehensive plans and development codes. Many of her projects focus on policy and regulatory issues as they relate to sustainable development practices. She has recently or is currently working with cities such as Tucson, Arizona; Lee’s Summit, Missouri; and Hillsboro, Oregon on targeted sustainable development regulations that address a range of topics, including solar. Prior to joining Clarion Associates, she worked for Balloffet and Associates in Fort Collins, Colorado and the Tri-County Metropolitan District in Portland, Oregon.

Bio: Brian Ross is a Principal with CR Planning with 25 years of experience in helping communities, state agencies, and non-profit organizations identify and implement sustainable development goals covering energy, economic development, land use, and natural resources. He currently leads the local government outreach and technical assistance for the Minnesota Solar Challenge, and previously managed the Minneapolis Saint Paul Solar Cities program (U.S. DOE programs focusing on solar energy market transformation efforts). Other recent energy-related work include energy and greenhouse gas reduction plans for Washington County in the Twin Cities metropolitan region,and for the City of Burnsville, and working with several communities on wind and solar energy ordinances. He co-authored Minnesota’s Step-by-Step Guide to Renewable Energy for K-12 Schools. Brian has worked with a number of Midwestern communities on comprehensive planning and zoning efforts. Brian co-authored Minnesota's guide to Sustainable Comprehensive Planning (Under Construction) and was the primary author of the State of Minnesota's Model Ordinances for Sustainable Development. Over the last three years he worked with state agencies and NGOs to create the program design and compile many of the best practices for Minnesota's GreenStep Cities program. Brian has presented on sustainable development, local energy policy initiatives, and smart growth case studies at many national, regional, and state-wide forums.
