Unraveling the Mysteries of Code Writing

Presenters
Tina Axelrad, Clarion Associates
Wayne Feuerborn, HNTB Corporation
Elizabeth Garvin, HNTB Corporation
Mark White, White & Smith

Axelrad, Garvin, and White are all attorney/planners who specialize in drafting land development regulations, while Feuerborn is an architect/planner with a depth of experience in planning and regulatory graphics and illustration.

Interactive workshop, can be customized to specific client from one-half day up to full day. For communities considering a regulatory overhaul, this workshop will assist with framing issues and priorities, identifying necessary participants, and outlining a process to move the project from start to finish.

The workshop explores process issues (how can we streamline subdivision approvals?), substantive issues (should we adopt alternative street widths?), and drafting issues (are parking lot sidewalks optional or mandatory?).

Among the topics covered:

  • Use of model regulations
  • Importance of state enabling authority
  • Rules of drafting regulatory language
  • Interaction between the comprehensive plan and the regulations
  • Effective use of public participation
  • Incorporation of graphics and illustrations

Participants use hands-on exercises to highlight and solve issues such as the interaction of illustrations and regulations, translating plan language into regulatory language, and exploring the effects of strict regulation versus flexible regulation.

In addition, the workshop covers the nuts and bolts of determining whether a consultant is needed, drafting an effective RFP, setting realistic budgets, and providing clear oversight to the project.

Based on length of workshop and number of participants; will include travel, lodging, and stipend for at least 2 presenters.
