Planners are increasingly working to restore and rebuild communities after a natural disaster strikes. North America is facing the greatest recovery challenge of this century after Hurricanes Katrina and Rita. It's also approaching the one-year mark of the deadly Indian Ocean tsunami that shocked the world. Richard Roths, AICP, and Jim Schwab, AICP are professional planners who have on-the-ground experience in post-disaster recovery planning efforts.

Richard Roths, AICP, is a nationally recognized expert in floodplain management and mitigation planning. He is principal planner for URS Corporation and is part of an APA delegation advising the city of New Orleans.
Jim Schwab, AICP, is a senior research associate at APA and co-editor of Zoning Practice. He was part of a multidisciplinary team that surveyed the tsunami damage in Sri Lanka and made recommendations for long-term reconstruction. He has written the PAS reports Planning for Post-Disaster Recovery and Reconstruction, Planning for Wildfires, and Landslide Hazards and Planning.
