According to Bruce Frankel, a Professor of Urban Planning at Ball State, neighborhood reinvestment depends on distinct strategies based on neighborhood conditions, both assets and liabilities. In essence, a redeveloper must select the neighborhood for the strategy, and vice-versa.
Frankel and his students explained this strategy/conditions matrix and explored how these strategic plans become financially underwritten and structured to be financially sustainable. To illustrate the model in action, Frankel and his students presented a strategy for the Bronzeville neighborhood in Chicago.

Bruce Frankel is a Professor of Urban Planning, former Department Chair, and now directs the new interdisciplinary undergraduate and graduate programs in Real Estate Development at Ball State University. Prior to this, Frankel taught at Rutgers University and the University of Pennsylvania, and devoted 24 years of full-time professional practice to running a local community development program and a private, public interest land development/redevelopment firm.
Corey Feldpausch is a Graduate Student in Urban and Regional Planning at Ball State University. In 2009, he received his undergraduate degree in Urban Planning from Arizona State University. He has over a year of experience in the public sector, which includes work in long-range planning, zoning, public participation, and grant writing.
Chase Morris is a recent graduate of Ball State University with a Bachelor Degree in Urban Planning and Development and has a minor in Real Estate Development. As a resident of the Bronzeville area, Chase Morris is eager to apply his Urban Planning skills to his community.
Kory Robinzine is a senior geography major/planning minor at Ball State, and is the design programmer for the Bronzeville 2040 team. A native of Indianapolis, Kory Robinzine's academic interests include architecture, urban planning, geographic information systems, and urban geography.
