This session assumed the audience was land use/city planners and pretty familiar with recent and pending cases with respect to CA CEQA.. Not enough context set by the speaker as a result. And too many legal references and terms. But the speaker was certainly knowledgeable and once in a while did a very good job of introducing a legal issue and the ramifications of CA supreme court decisions. Clearly CEQA needs to be reformed. What a difficult situation we find ourselves in. The one area of law I was most interested in was changes in traffic impacts assessment--moving from level of service to vehicle miles of travel. We are struggling to figure how to implement it. LOS is not going away. Municipalities won't let it since this is how they extract roadway improvements from development. So we probably are doubling our analytical effort by trying to substitute VMT. Typically California.

Good refresher course. Three individuals led the session and kept the discussion paced and relevant. The example, or case, dealt with the approval of a big box store. More oriented to land use/city planners. I do transportation planning and don't deal with permitting/entitling development proposals. But useful session nevertheless.
