Outstanding, as always. Charlie Siemon draws on his long past in land use and zoning and presents his material informally. You don't need a law degree to understand Counselor S. The highlight was his presentation was his severe critique of the perceived failures of quasi judicial decision-making which has been mandated by Florida law in zoning cases since 1993.

Robert Lincoln is magisterial and authoritative and his annual summary of Florida land use case law is not to be missed. It is definitely aimed at practicing land use attorneys, but an experienced professional planner can grasp it with the help of his handout. The story has an arc, covering both Federal and state jurisprudence and foreshadows next year's issues.

Day 2 was particularly interesting with sessions on ethics, when is citizens testimony 'substantial evidence' and water supply analysis. As a course primarily for lawyers, emphasis was on case law.

The highlights of the conference were the sessions on water supply assessment and and new developments in assessing greenhouse gas impacts. A complaint of mine is that the more weighty programs were held at the end of the day. Seesions on ethics and deferred mitigation were also excellent.
