Fall Planning and Zoning Forum
APA Northern New England Chapter
We will address emergent issues in planning and regulation in the State of Vermont. There are multiple educational objectives for this day long workshop. Many of the topics highlight changes in Vermont law that occurred during the 2013 Legislative session and are either currently in effect or will be in effect within the upcoming year.
Coverage of the Vermont Public Records law will specifically explore land use records; address how to respond to a public records request and managing records, including electronic communications, in accordance with Vermont law. We will review new laws governing planning and permitting in Vermont municipalities; the new town plan element addressing flood resilience, and a requirement for administrative officers to distribute residential and energy building standards and certify compliance with these standards. These sessions will review requirements of these laws and where to find additional information and assistance.
The final session will guide municipalities on how to revitalize compact, historic villages, downtowns and neighborhoods by participating in Vermont’s state designation programs. Participants will learn what the designation programs offer, including funding, and permit and tax benefits, and the statutory changes enacted in 2013 that affect existing designated downtowns and village centers.
