For over half a century, planners, policymakers, and developers in the United States have relied on an automobile-oriented level of service metric to measure the efficiency of roadway networks. In recent years, though, the transportation community has come to realize that privileging the free flow of vehicles at the expense of other road users inhibits the achievement of other local priorities, such as a diverse mix of land uses, reduction in carbon emissions, encouragement of active transportation modes, roadway safety, and public-realm enhancements. This panel convenes transportation-planning experts from the public, private, nonprofit, and academic sectors who are leading the charge toward a new methodology of roadway evaluation. Drawing from their diversity of experiences, panelists will share their unique perspectives on innovations in roadway-performance evaluation, highlighting the different paths they each have taken in pursuit of forward-looking systems.
