After an introductory piece by panelists, stay tuned for a set of questions aimed at prompting a freewheeling discussion among panelists, open to audience questions and interjection. In contrast to the conflict in Dolan v. Tigard, this other story from Tigard begins with a patient owner in the form of a trust. The 42-acre property remained undeveloped for decades. It took coordination from all sectors to meet a number of Tigard's needs, including industrial jobs, office jobs, and workforce housing that can support the workers in the surrounding employment area. The story takes place at the intersection of economic development and innovative land-use policy at the site scale, where solutions grew out of a close working relationship between economic development and planning, the “layer cake” method of financing public infrastructure that supported development and connectivity, and a balance of jobs and housing. Learn about the process of learning, discovery, contemplation, and compromise between different parties with unique goals.
