On Friday, February 17, 2017, the City of Milwaukee will release two Requests for Proposals (RFP), seeking consultant teams to assist in developing a set of strategies to foster equitable Transit Oriented Development (TOD) along the corridors under consideration for future extensions of the Milwaukee Streetcar. The RFPs will be posted on the Department of City Development's web site by the close of business on February 17.

One RFP will call for a consultant team to prepare a Market Analysis and Affordability Strategy for the extension corridors. The other RFP will call for a consultant team to complete a comprehensive Equitable Growth through TOD Planning Study.

An informational meeting regarding the RFPs will be held from 2:30-3:30 p.m. on Monday, February 27, 2017 in the 1^st Floor Boardroom at 809 North Broadway. Consultants who are considering responding to the RFPs are urged to send a representative to the meeting. The meeting will also be broadcast live on the City Channel "Live Stream 2."

This TOD Planning project is made possible due to a $750,000 grant awarded to the City of Milwaukee through the Federal Transit Administration's Pilot Program for Transit Oriented Development Planning.

The TOD Planning project will result in a number of critical deliverables that build on past City of Milwaukee Area Plans to support development along the corridors, including meaningful public engagement that includes educating stakeholders on the benefits of TOD, development of text for TOD zoning districts, conceptual development plans and policies for key sites along the corridors, a market analysis with a focus on developing strategies to prevent displacement and to protect the historic properties along the corridors, and recommendations on locally viable innovative financing strategies that may be used to support TOD.

The planning project will be geographically focused on the potential future King Drive/Bronzeville and Walker's Point/Harbor District Streetcar extension routes; however, some of the main deliverables of the planning study can also be used to help guide development along all of the City's major transit corridors, whether Streetcar, BRT, or existing express bus routes.

Because consultant teams will be selected through a competitive process, we are unable to respond to individual questions about the RFPs before they are issued on February 17th. Consultants who attend the informational meeting on February 27th will have the opportunity to raise questions at that time. The RFPs will describe the process for submitting written questions.
