The purpose of this RFP is for the City of Portsmouth to enter into an agreement through competitive negotiations with one (1) qualified firm to perform an update of the City's Zoning Ordinance and Subdivision Ordinance in accordance with the requirements of this solicitation, and the guiding principles of the City.
