You are invited to submit a proposal to provide corridor studies for both Lexington Road and Atlanta Highway for the Planning Department.

A pre-proposal conference to respond to all inquiries with regards to this project will be held at 10:00 AM ET, APRIL 20, 2017 in the Planning Department Auditorium, located at 120 W. Dougherty Street in Athens, Georgia. Potential offerors are strongly encouraged to attend.

The Unified Government of Athens-Clarke County reserves the right to reject any and all proposals, to waive any technicalities or irregularities, and to award the contract based on the highest and best interest of the Unified Government of Athens-Clarke County. The Unified Government of Athens-Clarke County (ACCUG) is a unified city/county government located in the northeast section of the state of Georgia and is approximately sixty (60) miles northeast of Atlanta, Georgia. The Unified Government of Athens-Clarke County (the government's official name) was formed in 1991 by a referendum which required the combining of The City of Athens and Clarke County. ACCUG serves an area population of approximately 100,000 with annual growth projected at 1% per year. ACCUG provides a multitude of local and state funded services, which includes, but is not limited to, Public Safety, Utility, Courts, Corrections, Tax and Fire Services. ACCUG employs approximately 1,900 people.

The smallest county in Georgia, Athens-Clarke County measures roughly 120 square miles in area. A progressive and vibrant community that is home to the University of Georgia, Athens is nationally recognized for its high quality of life, educational opportunities, endless outdoor recreation, and cultural amenities such as art, entertainment, music, and food. Athens is the most urbanized area in the region, and as such, can be considered the center of employment, cultural, educational, and business activity. Athens-Clarke County has a rich history in manufacturing and maintains a strong industrial base. The mix of businesses is diverse and includes both large companies and entrepreneurial startups. The largest sectors of business activity include government, education, and healthcare. As is common amongst urbanized areas, demographic statistics suggest Athens-Clarke County is also struggling to ease the impacts of poverty within a significant percentage of the population.

The Unified Government of Athens-Clarke County seeks a visionary, yet achievable, multi-dimensional corridor study for each of the two identified corridors that outline's a comprehensive planning analysis intended to guide public and private improvements for at least the next decade. In brief, the Unified Government of Athens-Clarke County is requesting that qualified firms provide the services described below that will result in a deliverable document for each corridor. These documents will be similar in their approach and defined technical aspects, but likely differ in their respective conclusions and strategies for implementation.

Athens-Clarke County contains numerous corridors that vary in significance and geographic location. Two of those corridors, Lexington Road and Atlanta Highway, are the subject of these studies. Focus for the Lexington Road Corridor Study should be tailored to the area between Loop 10 to the west and Timber Creek Drive to the east. With regard to the Atlanta Highway Corridor Study, the focus will be on an area from Highway 78/Monroe Highway to the west and the Middle Oconee River to the east. It is expected, however, that the study area will need to be flexible in an effort to survey all possible influences and impacts upon the corridor. Expansion of the overall jurisdictional area may also be needed for purposes of an accurate analysis, using data available on the surrounding region, since each corridor terminates at a jurisdictional boundary.
