Consultant-Analysis of Impediments (AI)

BACKGROUND

The U.S. Department of Housing and Urban Development (HUD)'s Analysis of Impediments (AI) aims to provide all HUD grantees with clear guidelines and data that will help set goals to reduce barriers to fair housing. HUD mandates that all Participating Jurisdictions (PJ) receiving federal funds to submit an Analysis of Impediments. The purpose of the AI is to serve as the basis of Fair Housing Planning and provide essential and detailed information to policymakers, administrative staff, housing providers, lenders, citizens and fair housing advocates.

SUMMARY

The AI provides a mechanism for HUD grantees to build fair housing goals into their existing community development and housing planning processes. The AI involves a review of fair housing laws and its effects, and should take into account the availability and accessibility of housing and housing services, concentrated areas of poverty, and commercial and retail development. Based upon a review of all factors, an assessment is made of both the public and private sectors that affect fair housing choice.

As of January 2018, HUD suspended its Assessment of Fair Housing (AFH) mandate, and now requires PJs to reverted back to completing an Analysis of Impediments (AI). The City of Gastonia seeks to develop an Analysis of Impediments that incorporates the required AI components in addition to implementing AFH components through use of HUD's Affirmatively Furthering Fair Housing Rule and AFH Data and Mapping Tools where possible.

SUBMISSION GUIDELINES

The City of Gastonia seeks a consultant to facilitate the Analysis of Impediments (AI). Proposal submission guidelines, revisions and questions are listed on the City of Gastonia website at http://www.cityofgastonia.com/hud-reporting.html. Interested parties may also obtain a copy by visiting the City of Gastonia, Housing and Neighborhoods Division, 150 S. York Street, Room 218, Gastonia, NC 28052, between the hours of 8:00 am – 5:00 pm, Monday – Friday. Proposals are accepted until 4:00 PM, Thursday, May 10, 2018. The City of Gastonia reserves the right to reject proposals.
