El Paso County, Colorado is seeking professional consulting services for the preparation of a Master Plan (Comprehensive Plan). El Paso County is experiencing significant growth and is projected to be most populous county in the State of Colorado in the near future.

The El Paso County master plan is intended to be advisory and is utilized for the review of various development applications and 1041 Permit approvals. The current master plan consisting of the Policy Plan (1998), serving as the guiding document concerning broader land use planning issues, as well as other supporting master plan elements, including: topical documents regarding specific planning issues; small area plans for specific geographical areas of the County; drainage basin plans; and some previously approved development master plans. The Policy Plan is a policy based plan rather than a map based plan. Various documents in the Master Plan date as far back as 1977.

The County desires to update these plans and in the process of updating such plans also desires to establish a single modernized master plan document reflecting present issues and revised plan boundaries. The new Plan should allow for updating on a more frequent schedule. The Plan needs to be fully searchable, mobile friendly, compatible with all browsers, optimized for findability on popular search engines, and web-based interactions with the Plan should include a personalization feature.
