Request for Proposals
MetroPlan Orlando, Central Florida's transportation planning agency, seeks qualified consultants to develop the agency's new Strategic Plan. This Request for Proposals (RFP) will lead to the selection of a consultant to lead the agency's strategic planning process. It is expected that this RFP will be used to engage with the selected consultant directly, with the scope of work to be finalized together. The expected contract amount is $75,000. Additional work on a task order basis, such as next steps action memos, is possible, but not guaranteed.
The impact of MetroPlan Orlando's transportation planning efforts are felt in nearly every aspect of life across Central Florida. This is the result of how transportation affects each person's ability to move around, from home to their job or a school, from the airport to their vacation destination. This effort is expected to analyze and develop a strategic direction for how MetroPlan Orlando can lead the region toward a transportation system that enhances economic mobility and quality of life.
MetroPlan Orlando celebrated its 20th anniversary as an independent metropolitan planning organization in 2017. A lot of big projects have been accomplished — the beltway around the region, 49 miles of passenger rail service, a new I-4, and recreational trails. As the region urbanizes and transportation evolves, it is time for MetroPlan Orlando to identify its strategy for the years ahead.
The transportation landscape is changing rapidly as new technologies emerge and consumer preferences change. Regional policy and planning must keep up with these fast-moving changes, and better yet, foster an environment that supports the changes — some known, some not — in ways that achieve Central Florida's transportation vision. MetroPlan Orlando wants its Strategic Plan to set an example for how a transportation policy and planning agency can lead amidst the disruption.
In 2013, MetroPlan Orlando's Board of Directors adopted the current Strategic Business Plan. The current plan led to a consolidation of advisory committees, staff position changes, and other assorted changes. As part of its new strategic planning process, MetroPlan Orlando expects to evaluate the existing Strategic Business Plan and use this evaluation to inform the process.
MetroPlan Orlando has identified several strategic elements for possible incorporation into the Strategic Plan. These include but are not limited to internal organizational structure, self-evaluation mechanisms, and expanded planning or programmatic initiatives. Additionally, we expect the Strategic Plan to guide our work with consultants, transportation partners, as well as university and community partnerships.
We expect this process to include evaluation, stakeholder outreach, and strategic advisory services. We are looking for innovation and an approach that leads a true assessment of MetroPlan Orlando and our path forward. The strategy development approach will be refined as the scope of work is finalized between MetroPlan Orlando and the selected consultant.
Applicable work to inform strategic plan
MetroPlan Orlando adopted a five-year Strategic Business Plan in 2013. The strategic planning process for the current plan was conducted using internal staff resources. The new strategic planning effort will be consultant led, and will include a comprehensive review of all aspects of the organization, including, but not limited to mission/vision, organizational operations, structure, governance and facilitation of local, state, and federally required products. The plan will also address other opportunities for implementation of results of a recently concluded applied research project and the Central Florida Regional Transit Study.
MetroPlan Orlando recently completed an applied research project assessing how the agency and Central Florida can incorporate health and sustainability principles into its work. The effort concluded with more than a dozen recommendations and most of these recommendations pertain to MetroPlan Orlando's new strategic planning process. The research project and its resulting white papers and Transportation Think-In Summary report as well as the Central Florida Regional Transit Study can be found on MetroPlan Orlando's website.

- Work Period: March 2019-September 2019 (work may begin immediately upon execution of negotiated contract if prior to March 2019.)

What We are Looking For
In addition to the qualifications below, we are looking for proposals that highlight how your proposal can lead MetroPlan Orlando to an organizational strategy that allows for innovation, flexibility, and mission achievement.
- A firm with demonstrated experience in strategic planning and organizational strategy development
- Experience working with local governments and public sector agencies in Florida is a plus, but not required
- Demonstrated experience working for diverse groups, elected officials, and cross-sector coalitions
- Experience with transportation policy and governance
- A team with knowledge of Florida regulations and process
- A team with knowledge of federal transportation policy
- Demonstrated experience with stakeholder facilitation and collaborative planning sessions
