Project Scope

The City of Cedar Falls is seeking responses to a Request for Proposal (RFP) from qualified consulting firms for engineering services. The primary focus is a streetscape design with ancillary intersection and drainage improvements on Center Street from North Cottage Row Road to Lone Tree Road in northern Cedar Falls.

The responses to this Request for Proposal (RFP) shall include the qualifications of the team members, which should include a mix of disciplines such as engineers, architects, landscape architects, and urban planners. A selection committee will review the submitted proposals and if necessary, conduct interviews with a selected group to give an oral presentation of their proposals.

This is anticipated to be a full service engineering contract from the development of the preliminary design plan, through final design and potentially construction administration. The initial phase is to perform an assessment along the corridor and refine the direction of the 2011 Center Street Framework Plan related to Center Street. After the corridor assessment is completed, comments will be received through the public engagement process in the preparation of the preliminary plan set. The scope must consider incorporating a "complete streets" concept development of this corridor. The complete streets approach will provide a safe roadway for all users including motor vehicles, bicyclists, public transportation vehicles and pedestrians. The selected consultant should present a transportation vision that calms traffic, improves safety, supports a 'living street', lowers upfront capital investment and ongoing operating costs and enhances commercial access. The consultant will then present the preliminary plan set to the City Council. The City Council will provide direction to the consultant for the final design portion of this project.

Objectives

The objective is to develop an attractive street design to complement the revitalization efforts of the North Cedar Neighborhood. Elements to incorporate in the design include, but are not limited to, shoulder improvements, intersection improvements, decorative surfaces, landscaping features, benches, waste receptacles, signage, bike racks, decorative lighting, bioswales, drainage improvements and sidewalk/trail accommodations. The focus of this project is from the edge of the roadway to the public right of way limits.

Form of Contract

The selected firm must be able to meet the City of Cedar Falls insurance requirements and the Standard Terms and Conditions for consultants
