The Orleans County Department of Planning and Development is soliciting proposals for the provision of: Multi-Jurisdictional Local Multi-Hazard Mitigation Plan Update. Management of and contract administration of the plan are the primary responsibilities of the staff of the Department of Planning and Development.

Sealed proposals must be in the possession of the Orleans County Department of Planning and Development no later than Wednesday, November 6, 2019 at 5:00pm. Late Proposals will be returned unopened to contractor.

The purpose of the Orleans County Multi-Jurisdictional Hazard Mitigation Plan is to provide an update of the 2008 Hazard Mitigation Plan that meets the requirements of and is approved by FEMA and New York State Division of Homeland Security and Emergency Services ("NYS DHSES"), so as to ensure that 15 listed partner municipalities (County, 10 Towns, 4 Villages) are eligible for future hazard mitigation funding.

The Federal Disaster Mitigation Act of 2000 (DMA 2000) calls for and 44 CFR Part 201.6 requires that each county, and local municipality adopt a Multi-Hazard Mitigation Plan reviewed by the NYS Division of Homeland Security and Emergency Services (DHSES) and approved by the Federal Emergency Management Agency (FEMA) as a prerequisite to receive pre-disaster mitigation project funding.

Additionally, this plan must meet all requisites set forth in the 2017 New York State Hazard Mitigation Planning Standards. Pre-disaster mitigation projects reduce the loss of life and property, human suffering, economic disruption, and disaster assistance costs resulting from natural disasters.

Orleans County has received federal funding to develop a Multi-Jurisdictional Local Multi-Hazard Mitigation Plan for the County and all of its participating municipalities which choose to participate with a County in-kind match of 25%.
