Active Transportation Monitoring Program

The Department of Transportation Services (DTS) is in the first stages of establishing an Active Transportation Monitoring Program to collect data on bicycle and pedestrian traffic. This data will be an important tool for making policy and decisions concerning active transportation and/or developing effective walking and biking programs and projects. The DTS seeks a Contractor to design, furnish, and install equipment in order to implement a program for counting bicycle and pedestrian traffic at multiple locations on the island of Oahu.

Each location will have different environmental issues for installation and data collection that shall be addressed by the Contractor to ensure accurate data collection and reporting. This project will be executed in three (3) phases and will be the first steps toward establishing an island-wide Active Transportation Monitoring Program. Contractor is responsible for the purchase, installation, and maintenance of permanent bicycle and pedestrian counters along with provision of a cloud-based data management software for the visualization and analysis of multi-modal transportation data, which includes the data collected from the permanent bicycle and pedestrian counters. This software may be vendor supplied. The data produced by this project will be shared with regional stakeholders and may be used in prioritizing funding for bicycle and pedestrian projects.

This is a multi-term contract and the Contractor responsibilities are set forth in Appendix A: Scope of Work and include, but are not limited to, furnishing bicycle and pedestrian counting equipment, data transmission, data display, data archiving and equipment monitoring for proper function. The Contractor shall also provide manufacturer supervision of contractor installation of the equipment.
