Abstract
The City of Rochester, through the Community Development Department, Public Works Department, Park and Recreation Department, and Rochester-Olmsted Council of Governments Organization seeks a qualified consultant to assist in the development of the City's Bicycle Master Plan Update (BMP). This plan will identify and prioritize bicycle and non-motorized network improvements based on existing conditions, plans, newly identified objectives and priorities, and the ongoing needs of the bicycling community. Proposals are to be submitted no later than 11:59 PM CST, Friday, January 1, 2021.
SCOPE OF WORK
- Update goals, vision, and key objectives
- Identify and assess existing conditions, deficiencies, and needs
- Design and carry out the public-engagement process
- Develop design guidelines and principles
- Develop a Cost Estimate Plan
- Implementation Plan
- Conceptual Development and Project Phasing
- Alternatives Presentation and Selection
- Draft Plan
- Final Plan
APPROXIMATE SCHEDULE
- Release of RFP to public: Tuesday, Nov 17
- Proposals received and reviewed by Friday, Jan 1
- Proposal Review Period: Monday, Jan 4-15
- Interviews: Week of Jan 18, 2021
- Selection of Consultant/City Council to Award Contract: February 17 City Council Meeting
- Final Bicycle Master Plan Update completed: ~Sept/Oct 2021
