Hazard Mitigation Plan Update

The City of Manitou Springs is located in the foothills of Pikes Peak and is vulnerable to a range of natural hazards, such as flooding, geologic hazards, and wildfire. In 2015, the City initiated an integrated master plan-hazard mitigation planning process and adopted its first hazard mitigation plan in July 2017.

The City of Manitou Springs is seeking consultant services to update its Hazard Mitigation Plan (HMP) in accordance with the Disaster Mitigation Act of 2000, and Federal Emergency Management Agency and the Colorado Department of Homeland Security and Emergency Management Agency requirements. The HMP will include an update of the City's Community Wildfire Protection Plan.

The City of Manitou Springs received a Hazard Mitigation Grant Program award to obtain technical assistance to update this plan. This project is supported by grant #21-D5378-MAN-1P, issued by the Colorado Division of Homeland Security and Emergency Management. The period of performance is July 8, 2021, to July 8, 2023.

The City's HMP is integrated with the community master plan. The Hazard Impact Risk Assessment analyzes vulnerability across master plan elements such as economy, housing, and transportation. The City will continue this approach in this updated HMP. In 2021, FEMA created a Storymap Portal (https://bit.ly/MSstorymap) to highlight mitigation successes and included Manitou Springs' integrated master plan-hazard mitigation plan (https://bit.ly/MSdirectlink).

Through this HMP update, the City is looking forward to entering a second phase in its hazard mitigation program; to assess past accomplishments and identify priority actions to reduce its highest vulnerabilities.

The City encourages owners of Small, Minority-owned, and Women-owned Business Enterprises to submit proposals, and for lead contractors to take positive steps to engage subconsultants from Small, Minority-owned, and Women-owned Businesses.

Proposals will be accepted until 4:00 pm on Friday, October 29, 2021.
