INFORMATION FOR PROPOSERS
The Alabama-Tombigbee Regional Commission ("ATRC") invites your company to submit a sealed offer on the item(s) as listed in this solicitation request. All terms and conditions below are a part of this request, and no offer will be accepted unless all these conditions have been complied with. ATRC reserves the right to waive informalities in any offer; to reject any or all offers, in whole or in part, and/or to accept the offer(s) that in its judgment is from the lowest and most responsible and responsive Proposers(s).
ATRC reserves the right to reject any or all proposals and to negotiate any elements of a proposal. If selected from the initial review of proposals, proposers must be available the week of October 23rd for in-person presentations and interviews in Selma. ATRC assumes no responsibility or liability for costs incurred by respondents to this request, including any requests for additional information, interviews, or negotiations.
All applicable State of Alabama and Federal rules and regulations must be adhered to by the consultant.
BACKGROUND
Selma and Dallas County were affected by an EF2 tornado on January 12, 2023. The Alabama-Tombigbee Regional Commission has received funding from the Economic Development Agency (EDA) to facilitate the development of a long-term recovery plan.
SCOPE OF WORK
Development of guidance and a comprehensive, long-range planning process designed to increase regional resiliency and promote intergovernmental communication in the impact area. The strategy shall incorporate disaster planning including federal, state, regional, and local emergency management agencies; housing entities; economic development agencies; and non-profit charitable organizations involved with recovery efforts.
It shall include assessments of the impacts of the disaster on local businesses and private citizens to determine effectiveness and perception of public response to the disaster. In addition, the development of a path and vision to recovery and resiliency will be compiled. A review of existing conditions, development of strategies, policy guidance, and implementation frameworks will be required. Planning process and resulting document must consider the functional, technical, and financial capacity of the city.
The following will be the areas of focus: Economic Recovery, Neighborhood/Housing Revitalization, and Infrastructure Improvements.
Plan must incorporate the following analysis:

- Standard Design Guidelines and Brand Formation Recommendations
- Development & Retention Incentive Program Formation Recommendation
- Mixed-use Zoning and Design Policy Formation Recommendations
- Housing Needs, Policy, & Programs Formation Recommendations

The project must be completed by December 31, 2024.
INSTRUCTIONS FOR PROPOSERS
- Proposers are responsible for submitting their proposals to the exact location indicated on the "Notice" prior to the time indicated in the "Notice". No proposals will be accepted after the designated time indicated in the "Notice". Proposer is to submit five copies of proposal.
- Proposers are responsible for reporting, in writing, any errors found in the RFP specifications to ATRC at brandy.wilkerson@atrc.net .
- Questions about or clarifications to the technical specifications must be made in writing to ATRC prior to the proposal due date. Such questions must be in the possession of ATRC ten calendar days prior to the proposal due date unless otherwise indicated. Verbal questions will not be entertained. Proposers shall indicate on the outside of their sealed proposal the following information:

Proposals are due by 3 PM CDT on October 6, 2023. Proposals should be mailed, or hand delivered to 107 Broad Street Camden, AL 36726. - Necessary items to be submitted with your proposal are the following:
- Copy of proposer's E-Verify MOU
- Verification of proposer's registration in sam.gov
- Proposer's Name & Address
Failure to submit any of the above data may result in the rejection of the proposal. Furthermore, ATRC reserves the right to request any additional information deemed necessary for the proper evaluation of this proposal.

- Demonstrated understanding of the project
- References and contact information for similar completed projects

CRITERIA FOR SELECTION
The responses to the RFP will be reviewed and the most qualified firm will be selected based on the following criteria:
