Comprehensive Plan Transportation Chapter Update

The City of Spokane, through its Business and Development Services Division (hereinafter “City”) is initiating this Request for Qualifications (RFQ) to solicit Qualifications from Firms interested in participating with the City in updating the Transportation Chapter of the Comprehensive Plan, including an update to the City’s Transportation System Design Standards.
The City of Spokane (“City”) is reviewing and updating the Transportation Element (Chapter 4) of its Comprehensive Plan along with the remainder of the Comprehensive Plan in 2013. The current Comprehensive Plan framework was originally adopted in 2001 in conformance with the Washington State Growth Management Act (RCW 36.70a).
At the time the City adopted the 2001 Comprehensive Plan, the City sought to change the foundation of the Land Use and Transportation related vision and goals towards a more multi-modal supportive system designed to encourage and support the development of a more dense and compact development pattern organized around the Downtown and other designated urban “Centers and Corridors”.
The Plan, while supporting filling out the entire City (including remaining vacant land largely on the outer edges within the city), also promotes and encourages infill and densification in select locations by policies that are intended to focus growth into “Centers and Corridors”.
