The City of Troy is seeking Statements of Qualifications from appropriately experienced consulting firms (or consulting teams) to undertake a city-wide Comprehensive Plan -- the first such undertaking in several decades. Additionally, prospective respondents should be aware that the City of Troy has received funding, from the New York State Department of State, to prepare a Downtown Strategic Plan and will be seeking funding to develop a Local Waterfront Revitalization Program (LWRP). Both the Downtown Strategic Plan and the LWRP will be incorporated as constituent elements of the Comprehensive Plan.
The City of Troy recognizes the burdens associated with both the preparation and review of full proposals and will employ a two-step approach in selecting the best qualified and most suitable consultant. This Request For Qualifications (RFQ) is designed to allow the City to short-list the field of prospective consultants. Upon the evaluations of all submitted Statements of Qualifications, it is anticipated that the City will then request detailed project proposals from the aforementioned short-list. Actual proposals will then be reviewed, with the entire consultant selection process anticipated to be completed by the end of summer. The engagement will begin in earnest in early fall 2013 and is anticipated to take 12 – 18 months.
This RFQ neither commits the City to enter into a contract, nor obligates the City to pay for any costs incurred in the preparation and submission of Qualification Statements or in anticipation of a contract. The City reserves the right, at its sole discretion, to make selections, to reject any or all submissions, to issue subsequent RFQs, to remedy technical errors in the RFQ process and to enter into a contract with one or more consultants for the provision of any, all or some of the services described herein.
