The Hampden Township Board of Commissioners intends to engage the services of a qualified consultant, team of consultants or firm to lead the public process for the development and implementation of a mixed use zoning district entitled the ‘Special Development District’ in the southern portion of Hampden Township. The consultant(s) will draft the required amendment to the existing zoning map and develop amended zoning and land development ordinances for the new district.

Each consultant submitting a proposal must have demonstrated experience and familiarity with land use planning in the Commonwealth of Pennsylvania including local ordinances and regulations, the Municipalities Planning Code, relevant case law, and expertise in preparing amendments to existing zoning and land development ordinances and conducting public meetings and hearings.

An overview and detailed specifications are provided in the Request for Proposals (RFP). Proposals must be received no later than 2:00 PM on September 16, 2013 from interested consultants, to be eligible for consideration by the Township. Each proposal shall be submitted in a sealed envelope which is clearly marked, ‘Planning Consultant Services For The Preparation Of A Mixed Use Zoning District’.

Complete copies of the official Request for Proposals are available weekdays, between 8 a.m. and 4:30 p.m., from the offices of Hampden Township, 230 S. Sporting Hill Road, Mechanicsburg, PA 17050.

The Township reserves the right to reject any or all proposals or any part thereof, to waive any formality, informality, information and/or errors in the proposal, and to accept the proposal considered to be in the best interest of the Township.

Notice is given that the Board of Commissioners of Hampden Township has issued an addendum to the Request For Proposals with respect to engaging the services for the development and implementation of a mixed use zoning district to be identified as the “Special Development District”. This addendum (Addendum 1) consists of the draft zoning ordinance that was previously considered at a public hearing of the Board of Commissioners held in January 2012 and the work of the Special Development District subcommittee completed after January 2012. Addendum 1 is available by link from the Hampden Township website at and through the Township offices at 230 S. Sporting Hill Road, Mechanicsburg, PA 17050.
