The City is seeking Requests for Proposals (RFP’s) from qualified firms with considerable experience in the area of comprehensive planning and zoning and written qualifications for planning services to develop an update to several of its 2005 Comprehensive Plan Elements. The City will engage the community in a participatory process to build consensus around a vision for the development and redevelopment of the City within a twenty-year (20) timeframe and will stimulate public review and discussion on issues and alternatives through public meetings, interviews and surveys. The intent of this project is to help improve livability, economics, mobility, recreation, employment, and education in the City of DeKalb, particularly in the Downtown and corridor areas.

The consultant's role will be to provide professional planning services, including the development of updates to select elements of the City's Comprehensive Plan and suggested actions to subsequently update the City’s Unified Development Ordinance based upon the Comprehensive Plan recommendations and recent applicable state laws.

The plan will be adopted by the City Council in order to provide direction to City officials, staff, residents and the development community to implement the community’s vision. Following the adoption of the updated Plan, the City will consider an update to its’ 2004 Unified Development Ordinance to bring it into alignment with the updated Comprehensive Plan.

All responses shall be submitted in writing by no later than 5:00 p.m. central standard time on October 11, 2013. No interpretations of the meaning of the RFP will be made to any bidder orally. Every request for such interpretation shall be in writing (e-mail acceptable) and sent to:

Questions received will be compiled after the deadline. A response will be issued in the form of an addendum and available from the City of DeKalb. Proposing parties are responsible for clarifying any ambiguity, conflict, discrepancy, omissions or other error in the RFP prior to submitting a proposal, or it shall be deemed waived. Proposals received at any place other than listed above will not be considered. Proposals become part of the official City files of the City of DeKalb and will not be returned to the bidders.

The timeline for the RFP Process is as follows:
RFP Release Date: September 13, 2013
Proposals Due: October 11, 2013
Interviews: November 4-8, 2013
City Council Selection: November 25, 2013 (subject to change)

The City of DeKalb reserves the right to reject any and all proposals. All costs including travel and expenses incurred in the preparation of this proposal shall be borne by the proposing firm and/or consultant.
