The City of West Linn is seeking proposals from qualified consultants to develop a master plan and implementation strategy for the Arch Bridge/Bolton Town Center in West Linn. The project objective is to facilitate infill/redevelopment that will enhance the community’s livability and economic vitality, provide relatively high density housing, a gateway to the city, a heritage tourism attraction, pedestrian amenities and enhanced opportunities to view the adjacent the Willamette River and falls. Available funding is $220,000 (plus 1 FTE city staff is assigned to the project).
The consultant will engage the community; produce viable design concept(s) based on an analysis of opportunities and constraints which will be narrowed through a public process to yield an approved master plan, associated design guidelines and a realistic funding strategy. The master plan and implementation strategy are expected to be in sufficient detail to provide a basis for city staff to formulate comprehensive plan and zoning designations and development regulations. Proposals must be received by 5:00 pm on October 31, 2013. Proposals submitted after that date and time will not be accepted. The anticipated start date is December 2013 and the work is expected to be completed by spring 2015.
