The City of Enid, Oklahoma seeks a qualified consulting firm or team to prepare a Comprehensive Plan. Interested consulting firms are invited to submit their statement of qualifications for Enid’s Comprehensive Plan. The Request for Proposals (RFP), in a sealed envelope plainly marked RFP-Comprehensive Plan will be received by the City of Enid, Oklahoma at City Hall, 401 W Owen K Garriott, Enid, OK 73701, until 4:00 p.m. on the 8th day of January 2014.

SCOPE OF WORK (PHASE 1: COMPREHENSIVE PLAN): The scope of this project is to produce a Comprehensive Plan to direct the future growth and development of Enid. The resulting Plan should be both a physical and policy based plan and provide implementation actions and strategies, and include illustrative maps, tables and graphs. The Comprehensive Plan should integrate all of the City’s existing plans.

SCOPE OF WORK (PHASE 2, 3 & 4: DEVELOPMENT OF DESIGN GUIDELINES, ZONING ORDINANCE REVISIONS, AND SUBDIVISION REGULATIONS,): The City of Enid is requesting proposals from qualified firms for professional consultant services to develop Design Guidelines Overlay along state highway and arterial streets; carry out a comprehensive review, analysis, and rewrite of the City’s Zoning Ordinance; and revisions to the Subdivision Regulations. In addition to insuring that the City’s land use regulations are in line with the Phase 1 Comprehensive Plan goals, objectives and strategies once complete, a key goal of this project is to insure that the City’s land use regulations are user friendly and simpler in format. Revisions beyond those outlined in the Master Plan are expected to be identified by the Staff, the Metropolitan Area Planning Commission (MAPC), City Council, and through public input as part of this project.
