This Request for Proposals & Qualifications (RFP) is issued by the Office of Planning and Development for the City of Selma. The purpose of this RFP is to solicit Statement of Qualifications (SOQ) to gauge interest in a Public/Private Partnership management and development opportunity for a historic hotel and conference center in the downtown riverfront district. The intent is to select a team for design, renovation and operations of the hotel and proposed conference center at the project site. The property is owned by the City of Selma and will be the subject of a long term lease with the City. The City wishes to select a qualified respondent with whom to enter into a long term ground lease at fair market rent with the selected company operating the complex. The intent is to negotiate a mutually acceptable management and development agreement that is most advantageous to the City, price and other factors considered. The City reserves the right to separately procure individual requirements that are the subject of the awarded contract during the contract term, when deemed to be in the City’s best interest.

Questions should be directly related to this RFP and asked in consecutive order, from beginning to end, following the organization of the RFP. Each question should begin by referencing the RFP page number and section number to which it relates. To be considered for award, SOQ’s must be received by the Office of Planning and Development at the location below by January 3, 2014 at 3:00 pm in a sealed envelope.
