The Town of Oxford is soliciting proposals from professional planning consultants and/or qualified firms/individuals for the provision of services to assist the Oxford Planning and Zoning Commission (PZC) in the preparation of the 2015-2022 Plan of Conservation and Development (POCD), Zoning Regulations update, Subdivision Regulations update, and Oxford Zoning District Map update.

The Town of Oxford is located in the western New Haven County and is a rural community town. It consists of 33.3 square miles with an estimated 2012 population 12,683. Preservation of the Town’s rural character and natural resources is supported by the residents. The town is in a rapidly growing region of southwestern CT and we strive to preserve the rural character. Oxford belongs to the Naugatuck Valley Economic Development Region and the Central Naugatuck Valley Planning Area, and the Bridgeport, Stamford, Norwalk Metropolitan Statistical Area. The last POCD was completed in October 2007, and the 2015-2022 POCD would be an update of the existing plan. Although the town lacks direct access to the interstate highways (Route 8 and I-84), Route 67 is the main corridor to these highways.

Scope of Services (POCD):

1. Provide assistance with routine drafting, document organization, the formulation of plan strategies, recommendations for the management of community growth, and future land uses consistent with the defined requirements of Section 8-23 of Connecticut General Statutes, Plans of Conservation and Development, including the consideration of state and region Plans of Conservation and Development.
2. Review of the current zoning regulations and formulate recommendations for revisions to implement plan strategies and updates.
3. Provide mapping and associated data for any mapping necessary for planning exercises or incorporation into the POCD and updates.
4. Facilitate and attend all public workshops, meetings and hearings to solicit and gather information data, present planning data, observations, findings and recommendations.
5. Final document review and preparation including an electronic word document file.

Scope of Services (Zoning Regulations Update):

1. Provide assistance with routine drafting, document organization, the formulation of plan strategies, and recommendations for the updates of the Zoning regulations in accordance with Chapter 124 of Connecticut General Statutes.
2. Review of the current zoning regulations and formulate recommendations for revisions to implement plan strategies and updates.
3. Provide mapping and associated data for any mapping necessary for planning exercises.
4. Facilitate and attend all public workshops, meetings and hearings to solicit and gather information data, present planning data, observations, findings and recommendations.
5. Final document review and preparation including an electronic word document file.

Scope of Services (Subdivision Regulations Update):

1. Provide assistance with routine drafting, document organization, the formulation of plan strategies, and recommendations for the updates of the Subdivision regulations in accordance with Chapter 126 of Connecticut General Statutes.
2. Review of the current subdivision regulations and formulate recommendations for revisions to implement plan strategies and updates.
3. Provide mapping and associated data for any mapping necessary for planning exercises.
4. Facilitate and attend all public workshops, meetings and hearings to solicit and gather information data, present planning data, observations, findings and recommendations.
5. Final document review and preparation including an electronic word document file.

Scope of Services (Zoning District Map Update):

1. Provide assistance with routine drafting, document organization, the formulation of plan strategies, and recommendations for the updates of the Zoning District Map.
2. Review of the current subdivision regulations and formulate recommendations for revisions to implement plan strategies and updates.
3. Provide mapping and associated data for any mapping necessary for planning exercises.
4. Facilitate and attend all public workshops, meetings and hearings to solicit and gather information data, present planning data, observations, findings and recommendations.
5. Final document review and preparation including an electronic shape file.

The Town of Oxford reserve the right to modify or expand the Scope of Services in a manner that best services the interest of the Town. Respondents may also separately offer alternate proposals or additional services.

Interested consultants who wish to be considered for this work shall provide 10 copies of the following information to Jim Hliva, Finance Director. The information shall be delivered to:

No later than 4 pm on March 8, 2014. An electronic version of the proposal response on CD shall accompany the submission. The submission should include:

1. Letter of Introduction;
2. Firm’s Information Package;
3. An outline description of the firm’s understanding of the Projects and the proposed approach necessary to met the requirements of the Scope of Services;
4. Detailed fee proposals identified by task as presented in the Scope of Services
5. Resumes of personnel who will work on the Projects;
6. Recommendations for the management of the Projects
7. References for on-going and recently completed municipal planning and/or zoning projects (include contact person and phone number;
8. Qualifications of the firm
9. Any additional information that will assist in evaluation the qualifications of the consultant; and
10. Estimated time for completion of initial scope of services.

Limitations:

This Request for Proposals does not commit the Town to award a contact, to pay any costs incurred in the preparation of a response to this request, or to procure or contract for services or supplies.

Selection Criteria:

The following criteria will be used in evaluating qualification statements:

1. Detailed fee proposals identified by task as presented in the Scope of Services.
2. Previous experience in the service required and overall qualifications of the consultant, including the relevant experience and qualifications of key personnel to be assigned to the project.
3. Presentation quality and readability of previously prepared town plans.
4. Ability to approach the development of all the Scope of Services and facilitation of public input in an innovative way.
5. Ability to perform the work in a timely manner.
6. Reasonable proximity to the town to avoid undue travel costs.

The Town of Oxford is issuing this Request for Proposals for the purpose of determining the benefits of consultants to provide the services described in the Scope of Services and reserved the right to reject any or all responses and to amend the Scope of Services in the process of selecting a Consultant.

The Town of Oxford reserves the right to enter into a contracted services agreement with more than one consultant, to divide up services, and to include portions thereof, within any such service agreement as may be required to meet is specialized needs.

The Town of Oxford reserves the right to accept or reject any and all proposals in whole or in part that it deems to be in the best interest of the Town.
