The City of Williston, North Dakota is accepting proposals from qualified planning consultants interested in providing professional services in preparation of an affordable housing needs assessment and implementation plan.

Williston, North Dakota is in the midst of a tremendous growth surge that started approximately eight years ago as a result of the oil industry’s resurgence. The city has experienced this type of growth surge in the past, specifically in the 1970s and 1980s. Williston is the home to a vibrant community of residents that are committed to their home and the quality of life in their community regardless of the recent industrial activity that swirls around and through it.
Based on population estimates provided by North Dakota State University and recent updates as part of the City’s 2014 Capital Improvements Plan the City of Williston’s current population is estimated to be 30,000 and projected to be 56,000 by 2020.
The area has a one percent unemployment rate, 3,000 vacant employment positions and over 12,000 new jobs created with the last few years. The U.S. Census Bureau has labeled Williston the fastest growing micropolitan area in the United States. While the community is growing rapidly the area is also experiencing high rents with a reported average rent for a one bedroom apartment at approximately $2,000 per month.
Develop an Affordable Housing Needs Assessment and Implementation plan for the City of Williston, North Dakota with specific recommendations to address those needs. The assessment should also look at levels of affordability. The housing plan should attempt to quantify housing needs wherever possible, using data to identify the number of households living in overcrowded housing or suffering undue cost burdens.
The assessment will provide the City of Williston the opportunity to:
1. Asses affordable Housing Supply: Inventory the existing housing stock and its condition, occupancy, and affordability characteristics to determine the levels of affordable housing needs in the City of Williston.
2. Asses affordable Housing Demand : Assess its adequacy and suitability for serving current and future population and economic development needs. Identify the key housing supply factors and conditions that impact housing affordability in the City of Williston and meeting the demand for affordable housing.
3. Housing affordability Analysis: this section extrapolates the key data findings from the housing demand and supply sections to determine the levels of housing affordability in the city of Williston. Articulate community housing goals for affordable housing.
4. Formulate an implementation plan for the adequate provision of housing for all sectors of the city's population to include programs, policies, timelines, responsible parties and initiatives.
