Fair Housing Equity Assessment/RAI

Doña Ana County, New Mexico (DAC), on behalf of the Camino Real Regional Leadership Committee (Committee) is soliciting proposals from a highly qualified consultant (individual or team) to assist in the preparation of a Regional a Fair Housing Equity Assessment (FHEA) and a a Regional Analysis of Impediments to Fair Housing Choice (RAI). Proposers must demonstrate that they have professional knowledge and experience in the preparation of FHEA/RAI. The County intends to enter into a contract with one firm to provide the above mentioned services.
Prepare an FHEA/RAI pursuant to federal laws, regulations, and guidelines covering areas of the Doña Ana County Consortium, outside the City of Las Cruces. The City of Las Cruces has recently completed an AI as part of their Consolidated Plan and should be referenced as part of the scope outlined herein. The FHEA/RAI must be fully compliant with the requirements of the Housing and Community Development Act of 1974, as amended, and the National Affordable Housing Act of 1990, as amended.
The FHEA will be prepared in accordance with HUD's Fair Housing Planning Guide, Volume 1. The level of review and analysis called for in (The Suggested Format for the Analysis of Impediments" HUD's Fair Housing Planning Guide (Chapter 2 - Appendix, pp 2-30 and 2-31) shall be considered the minimum acceptable standard for depth of analysis. Other resources for consideration include, The Sustainable Communities Initiative: Fair Housing and Equity Assessment Guide Series (a copy of which will be provided by Doña Ana County).
The FHEA/RAI will provide an introduction and executive summary of the analysis, jurisdictional background data, an evaluation of the jurisdictions' current fair housing legal status, an identification of impediments to fair housing choice in the public and private sector, an assessment of current public and private fair housing programs and activities within the jurisdiction, and conclusions and recommendations for corrective actions to address identified impediments.
