Mitigation and Restoration Strategies for Habitat and Ecological Sustainability (MARSHES), Consultant Services RFP

New York City Economic Development Corporation (NYCEDC) is seeking consultant services to assist the City of New York with part of a broader initiative to explore policies and structures to enhance and protect the City’s coastal resources while fostering sustainable waterfront development (the “Initiative”). The Initiative includes:

1. evaluating opportunities to standardize the regulatory methods for assessing the ecological value of wetlands and determining mitigation requirements;

2. studying the feasibility of mitigation banking in New York City; and if viable

3. piloting the City’s first wetland mitigation bank (the “Pilot Project”).

In connection with the Pilot Project, the consultant will assist NYCEDC with (a) the design, development, and permitting of the Pilot Project, (b) identifying construction, operations, and long-term stewardship needs for the Pilot Project, and (c) the development of a program for the administration and disposition of credits earned by the Pilot Project upon obtaining regulatory approval.
