RFP NO. 2012-48

Study Purpose and Objectives

The City, in partnership with the Allentown Economic Development Corporation (AEDC), intends to create a city reindustrialization strategy and apply it to an area that can serve as a model of sustainable economic development within the urban environment. The study area will serve as a demonstration project to foster new direction to the City’s reindustrialization component of the City’s economic development program.

The project will have three (3) phases, one of which is optional at the discretion of the City. The first will be the development of the overall sustainable reindustrialization strategy for the City as a whole. The second phase will model the strategy developed in the initial phase by applying it to the Little Lehigh Study Area, resulting in the development of a strategic master plan for the area. The optional third phase involves the detailed site reuse analysis of up to three (3) sites within the study area. The decision to pursue this phase will be made on the basis of the results of the initial two (2) phases and the willingness of the respective property owner(s) to enter into a development agreement with the City.
