Florida's Amendment 4 is a proposed amendment of Florida’s constitution that would require ballot referenda on all changes to local government comprehensive plans. Proponents claim this is the only way for communities to control growth in their communities while opponents argue that it will essentially for citizens to vote on hundreds of technical comprehensive plan changes each year instead of their duly elected representatives and will, in practice, stifle the economy. A debate on Amendment 4 will kick off the conference with representatives from the affirmative and negative sides discussing the state of growth in Florida and if this is the right remedy for the problems we face.
