Overview

The San Diego Association of Governments (SANDAG) has partnered with the County of San Diego to develop two workshops for County staff on best practices for implementing TDM policy through the development process. The workshops are based off of a guidebook that SANDAG developed for local jurisdictions in 2012: Integrating TDM into the Planning and Development Process – A Reference for Cities. The interactive workshops are intended to increase awareness of the benefits of TDM for the County and will serve as a forum to glean feedback on the opportunities for incorporating TDM into the greenfield development review process. The workshop materials will be made available online and adapted for other interested jurisdictions. Workshop 1 will describe the regional and local context for TDM while educating County staff on a wide range of TDM strategies. A sample of best practices and lessons learned for incorporating TDM strategies into the greenfield development process will also be reviewed. Mechanisms for implementation will be discussed such as zoning tools, project impact/environmental mitigation, TDM ordinances and development agreements. Methods for monitoring and enforcement will also be introduced. Finally, an in-depth review of up to two case studies will illustrate how some of these methods have been practiced in similar development contexts. Following the presentation, participants will break out into small groups to evaluate strategies and apply them to a case study location that aligns with the San Diego County development context.
