Challenges and Opportunities in Heritage Preservation
Description:  The City of Flagstaff has developed forward-looking heritage preservation programs that work within the limited laws of the State of Arizona. These include the creation of a Landmarks Overlay Zone, a floating zone that allows for recognition of landmarks under a streamlined process, and the use of Cultural Resource Studies to aid in understanding development proposals, their impact on heritage resources, and preservation planning.  By way of contrast, the strategies and tools implemented by the City of Phoenix to accomplish heritage preservation goals will be presented.
