Description: We are at the confluence of two big changes: in-state migration and a lack of resources. Recent undeniable, demographic data indicate Kansas counties and municipalities are undergoing a significant shift in their populations. As these areas depopulate, additional stresses will be placed on budgets, schools, public utilities and basic services. A reduction in funding for traditional federal and state-sponsored programs has also increased competition among state and local entities. As planners and elected and appointed officials, we must now find new ways to address these problems: seek alternative sources of revenue; be more active in policymaking and political process; and identify new, potential partnerships outside our conventional network.
