While built-out neighborhoods and towns strive to maintain and protect their historic
character, many fast-growing communities yearn to enhance their sense of place. Far too often
municipal ordinances apply standards that don’t support placemaking while the investment
and development communities are challenged to adapt to rapidly changing market conditions.
By applying market-driven Smart Growth tools including form-based codes, communities can
incentivize the creation of vibrant places offering quality and sustainability. Speakers will discuss
how to create great places using design-based regulatory planning tools. Our panel will share case
studies from Millersville and Narberth Boroughs in PA and the City of New Rochelle NY.
