Overview

Having been involved in Military Planning for over 30 years, it became evident to me that there seemed not to be an adequate “crystal ball” to anticipate future years’ funding for Defense spending. Yet in hind sight, there were many times when the experts were surprised but shouldn‘t have been. We will look at specific planning examples that were “caught short” because of an inability to have shovel ready projects available for funding that seemingly appeared overnight. We will look at a specific example from Lajes Field where the plan is flexible enough to allow a course change.
