Session 3.9: Compatible Zoning Near Joint Base Andrews: Process & Lessons Learned

In November 2016, the Prince George's County Council approved a Military Installation Overlay Zone Map Amendment (MIOZMA) near Joint Base Andrews (JBA). The base, which is located in the Maryland suburbs of Washington D.C. serves high profile members of the Federal government and is the home of Air Force One. The County's comprehensive zoning change will protect the health, safety, welfare of residents and businesses within the County. The final MIOZMA is the culmination of seven years of engagement between Joint Base Andrews and Prince George’s County.
Zoning and land use planning for urban and suburban areas near federal facilities can have a direct impact on the mission and operations of federal government entities. Understanding the perspective of local government planners is essential to building a strong and collaborative relationship. The presentations in this session will highlight innovative solutions and planning ideas which helped produce and secure support for successful zoning changes. As Joint Base Andrews is the largest employer in Prince George's County and a vital element of the County's economy, collaboration between the Air Force and the County has strengthened since the completion of a Joint Land Use Study in 2009.
