This session will review the water quality laws, regulations, and initiatives of the Pennsylvania Department of Environmental Protection.  Also to be discussed will be how water quality concerns have evolved, including watershed management plans and stormwater permits, and their impacts on local governments.  Finally, the session will afford the opportunity to learn about the water quality improvement goals set forth in the MS-4 regulatory requirements for York County and  how a multi-municipal planning process was developed to cost effectively meet the goals.
