The State of California is making housing a priority by passing legislation intended to increase housing supply. How are some local jurisdictions reacting, and acting, and what are the impacts of a top-down approach? This conference session will provide an overview of recent State legislation and current and pending bills intended to prioritize housing and increase supply. We will review the status of County and City of Santa Barbara implementation of the Accessory Dwelling Unit mandate and the reaction to anticipated impacts. The City of Santa Barbara also has taken action with the Average Unit Density program. What is the status of that program; can the City meet its housing needs without it? Finally, we will discuss whether ADU and AUD are just the start and the impacts and tradeoffs of prioritizing housing and reacting to a top-down approach.
