Overview

         Local Infrastructure Funding Tools

         High levels of need and low levels of available funding result in important transportation infrastructure projects left

         waiting.   Many grantors want project sponsors to have “skin in the game” and their money to be last in.  This session will

         describe local tools to raise such funding and some ways to effectively leverage it including local funding sources and

         entities such as TIFs, Special Assessments (including Special Improvement Districts), Community Development Charge,

         Impact Fees, Debt Financing, and Inter-Governmental Structures (Port Authorities, New Community Authorities,

         Cooperative Agreement Authorizing Statutes, Joint Economic Development Districts, Cooperative Economic

         Development Authorities).

         Effective Use of Ohio Transportation Improvement Districts (TIDs)

         Learn about the successes of the 30+ TIDs registered with ODOT to efficiently advance economic development projects,

         how to use TIDs to manage complex transportation improvement projects and related financing transactions, assistance

         provided by ODOT’s Division of Jobs & Commerce, and securing government support for key projects in the current

         political climate.

         Using Local Funds to Leverage Federal and State Grants

         Effective grant writing positions projects to advance through the award processes of funding opportunities.  This includes

         identifying, assembling and managing funding and securing public and business support.  Central Ohio’s Competitive

         Advantage process to prioritize key projects for Federal and State funding will also be discussed.
