Overview

To provide the attendees with information on how to apply the requirements of the performance measures rules to their decision making processes in order to implement a performance-based program.  Specifically, attendees will get an overview of the regulatory requirements for all performance measure rules related to the performance based planning and programming rulemaking.  Attendees will also learn how to calculate the required metrics and measures for PM3, as well as learn more about the required data and performance reporting.  FHWA will also convey the significant progress and penalty requirements and how they will be determined for both PM2 and PM3 rules.
